Justice For All Welcomes IIMM Progress, Urges Expanded Investigations into Ongoing Rohingya Atrocities

Justice For All welcomes the latest annual report from the United Nations Independent Investigative Mechanism for Myanmar (IIMM), which details significant progress in collecting evidence of systematic torture, sexual violence and other atrocities committed by the Burmese (Myanmar) military and affiliated forces. The Mechanism’s efforts to identify perpetrators, including senior commanders, mark a vital step toward holding those responsible to account.
We urge the Mechanism to expand its investigations into the current situation of the Rohingya who remain in Rakhine State under conditions of extreme vulnerability. During our December 2024 delegation to the Kutapalong refugee camps in Bangladesh, our team met Rohingya survivors who had recently fled Burma after being tortured in detention, by both the Burmese military and the Arakan Army. Their accounts of beatings, electric shocks and other brutal treatment underscore that the cycle of persecution has not ended.
“The IIMM’s findings confirm what Rohingya survivors and human rights monitors have long documented: the Burmese military’s use of torture, sexual violence and extrajudicial killings is systematic, coordinated and ongoing,” said Hena Zuberi, Justice For All’s Director of Advocacy. “Accountability must not only address the crimes of 2016 and 2017, but also the escalating atrocities happening now in Rakhine State.”
Justice For All calls on:
- The United Nations Human Rights Council and Member States to ensure the IIMM has the resources needed to continue and expand its work despite the U.N.’s current funding crisis.
- Prosecutorial authorities worldwide to act on the Mechanism’s evidence and pursue criminal cases against identified perpetrators without delay.
- The IIMM to prioritize investigations into ongoing abuses against the Rohingya, including those committed by the Arakan Army, and to preserve evidence for future prosecutions.
Justice For All remains committed to working with the IIMM, Rohingya civil society and international partners to ensure justice and accountability for all victims of atrocity crimes in Burma.
